Abstract : Represent the phenomenon of poverty, the most important issues that dominated the thinking of economists and politicians on either end, and is one of the most important phenomena of any policy which seeks economic development in both developed and developing countries or to eliminate them because of the multiplicity of its economic, social and political. Has been linked to economists between the phenomenon of poverty and inequity in income distribution, at the same time did not find there a link between the growing level of per capita GDP "per capita income of GDP" which is the main goal of the software development side of other goals, and a decrease in the number of poor in society. Economic growth is not a sufficient condition to alleviate poverty, but there should be expansion can create new job opportunities and adequate levels of access to all segments of society than the poverty line. In spite of the difficulties that exist when you create a practical measure of poverty accurately reflect the magnitude of the phenomenon can be classified and even families and individuals that they are officially in poverty, there is a lot of attempts of economic thinking and empirical studies and practical application of economic policies. It should be noted that you should not rely on one indicator - even if true - it must rely on several indicators able to reflect different aspects of the phenomenon. In the economic policy reform, or corrective, it requires scientific review of the various measures of poverty is to reflect the numerical and structural to the poor in society, as well as can even judge the quality and performance of economic policy in place.
