Abstract : It has been thirty years on the opening of the Islamic Development Bank of the Organization of Islamic Conference, which officially opened on 25 Shawwal 1395 AH corresponding to October 20, 1975 m, the aim of supporting economic development and social progress of its member States, and to support some projects in Muslim communities in non-Member States, in accordance with the principles of Sharia Islamic. It is time to evaluate the performance of the bank to see the achievement of its objectives, and through statistical analysis of some indicators and budgets during the thirty years that passed from his life since its establishment, after the presentation to the Bank's objectives, in order to determine the success or failure of the bank in achieving these goals, as well as During the discussion of the most important activities from the perspective of Islamic law. Discusses in the beginning, the role of development banks and the difficulties of assessing their performance, and the methods used by economists to overcome these difficulties, and exposed to some studies that have been in this area, and then discusses the results of the analysis of data is drawn from the reports of the bank's previous period: 1975-2005 m, using : • financial ratios known (Standard Financial Ratios) which are used for the purpose of evaluating the performance of banks. • Statistical analysis and prescriptive (Descriptive Statistical Analysis). • The comparative analysis of statistical scheduling, charts (Comparative Tabular and Graphical Analysis). • The models associated with the assessment of development banks in the event of availability of data necessary for analysis, such as a scale to rely on the Subsidy Dependence Index (SDI), who tried to use the recent Charles Okihalm and Victor Mornda (Charles Okeahalam & Victor Murendi, 2004) were unable to due to lack of necessary information in evaluate the performance of the African Development Bank, which would take into account the real cost (market) for the mobilization of resources to evaluate the profitability, for example, instead of taking a nominal cost to determine the possibility of adopting the bank themselves in the future, rather than relying on the support it received from Member States. • and the placement of variables to examine the correlation of the degree zero Zero Order Relationship. • and the placement of variables to examine the correlation of the degree zero Zero Order Relationship.
