The administrative corruption is one of the major threats against the development, equity, justice and social stability and the achievement of the administrative machinery that is desired by members of the community is polluting the public service and reduces investment, and discriminates against the poor and weaken the confidence of the community government and with the recognition that accountability primarily ethical, it is also the problem of policy and management decisions.
Will try the researcher to focus on the fact the face of corruption that are threatening the administrative bodies in the developed and developing countries alike in order to highlight the causes of the phenomenon and how to find salvation or reduce the severity of lesion or a change in human behavior, general and administrative behavior in particular and its impact on the performance of administrative organs General.
The research aims to identify the most important characteristics of the administrative corruption, and analyze the causes of the spread of administrative corruption in government agencies, and to know the impact of corruption on the performance of public agencies, and finally find out the methods of raising public awareness of behavioral, functional and social.
The importance of this study, which dealt with this subject, which is almost to be different or unique from other previous studies because it will discuss how this phenomenon has become hear and see with the naked eye and a lot of talk about at this time and disease man in the street perceives by the thinker or observed or interested. The order of importance is also the responsibility of academics to study and scrutiny, audit and disclosure of convincing reasons for this phenomenon and raise proposals and recommendations for the benefit of the nobility of administrative leaders in the deduction of the roots of the body of this risk management or administrative organs.
And deductions reached by the researcher and with full conviction there is a difficulty in the fight against corruption, addressing him as a reality and a natural phenomenon associated with growth and development and change in developing countries and we believe this is the most dangerous because it will be rampant and kills members of the community and its links and its organs and services, development and awareness of the supervisory role played by the members of the community or the parties that receive government services, cultural awareness and concern for the good work ethics of employees and beneficiaries of the service and understanding the effects and dangers of corruption and zero tolerance of corrupt practices. |
